Rosatom and the Ministry of Defense are supposed to have regulatory authority over military-designated nuclear energy facilities. Is there any transparency with regard to those safety regulations/inspections, apart from federal & departmental statutes?
This is good question and I am going to write separate post on this issue. Short answer is there is “some” transparency, but obviously it is not as transparent as civilian domain.
